The White House released a bombshell statement Thursday confirming that China’s acquisition of American voter registration files โ a scandal President Trump exposed two weeks ago โ qualifies as election interference under the intelligence community’s official definition.
The statement, approved by the heads of the CIA, NSA, Office of the Director of National Intelligence, and Homeland Security, follows Trump’s July 16 primetime address and declassified documents exposing massive vulnerabilities in U.S. election systems โ from voting machines hackers can exploit to noncitizens illegally registered to vote.
Those declassified documents included the intelligence community’s formal definition of election interference: “overt and covert influence activities of foreign governments or actors serving as agents of, or on behalf of, foreign governments intended to affect directly or indirectly a US election.”
“Election interference is a subset of election influence targeted at the technical aspects of the election, including voter registration, casting and counting of ballots, and reporting of results.”
Under that definition โ used by every major U.S. spy agency โ China’s theft of American voter data is election interference. Period.
The spy chiefs also confirmed a chilling detail: when China acquired 220 million American voter registration records, it didn’t just buy publicly available data. It “bought, stole or hacked” non-public information that cannot be legally purchased.
The admission vindicates Trump’s explosive July 16 speech, in which he presented newly declassified intelligence showing that the intelligence community detected China’s acquisition of U.S. voter databases in the spring and summer of 2020 โ then concealed it from him, Congress, and the public.
The number of compromised files grew to roughly 220 million by 2023 as the Biden administration did nothing to stop it, Trump revealed. Intelligence also showed China deployed interference methods specifically targeting Trump โ even as the same agencies publicly claimed Beijing hadn’t tried to alter the election outcome.
Trump further cited 2020 intelligence reports identifying vulnerabilities allowing foreign powers to hack U.S. voting machines and alter ballots in ways hand audits couldn’t detect. Venezuela moved from theory to a practical exploitation plan that summer and fall, he said. A recent Department of Homeland Security test confirmed the vulnerabilities remain unfixed.
Democrats dismissed Trump’s revelations the moment he delivered them, arguing that no evidence showed foreign actors had “altered ballots or changed outcomes.” Senate Minority Leader Chuck Schumer and other party leaders framed the address as an attempt to undermine public confidence ahead of the midterms โ not a genuine national security warning.
The stance stood in sharp contrast to Democrats’ earlier warnings. In December 2019, Sens. Elizabeth Warren, Amy Klobuchar, Ron Wyden, and Rep. Mark Pocan sent letters to private equity firms invested in Dominion Voting Systems and other major vendors, declaring the companies had “long skimped on security in favor of convenience” and left voting systems nationwide “prone to security problems.”
Those alarms about hackable machines and foreign risks โ once treated as urgent threats to democracy โ carried far less weight once Trump raised them.
The spy chiefs’ statement Thursday makes one thing clear: the intelligence community now admits China’s actions meet the definition of election interference. The question is what took them so long to say it.
