An illegal alien caught and released at the border by the Biden administration now stands accused of a brutal crime against a Virginia mother.
Alexis Antonio Cedillos-Campos, 19, was arrested Wednesday in connection with the death of 42-year-old Carmen Lizet Puch, whose body was discovered early Monday morning at Great Falls Park just outside Washington, D.C.
Puch, a Reston local and mother to one daughter, was found lying in a small gravel parking lot near her car. A jogger called authorities after discovering her. Officers pronounced her dead at the scene.
The incident marks the latest in what has become a contentious national debate over border security, immigration enforcement, and the consequences of federal policies implemented during the previous administration. Great Falls Park, a popular recreational area along the Potomac River, is frequented by families and outdoor enthusiasts throughout the region.
Biden and Mayorkas hand-delivered alleged killer Cedillos-Campos to the streets of Fairfax County.
Cedillos-Campos is a Salvadoran illegal alien who was apprehended crossing the border in El Paso, Texas, in April 2024 — then released into the interior under Biden-era catch-and-release policies, according to a Department of Homeland Security spokesperson.
The practice of catch-and-release became a hallmark of immigration enforcement during the Biden administration, with border agents frequently releasing migrants into American communities while they awaited immigration proceedings. Critics argued this policy created dangerous gaps in public safety, while supporters maintained it was necessary given limited detention capacity and humanitarian concerns.
“Biden and [Secretary of Homeland Security Alejandro Mayorkas] hand-delivered alleged killer Cedillos-Campos to the streets of Fairfax County,” the DHS spokesperson said. “They recklessly unleashed millions of unvetted illegal aliens into American communities and abused the law to do so.”
“President Trump and Secretary Mullin are now enforcing the law, arresting illegal aliens who have no right to be in our country—and have reversed Biden’s deadly catch-and-release policy.”
The stark language from DHS reflects the Trump administration’s broader shift in immigration enforcement priorities, contrasting sharply with the approach taken by the previous administration.

Those who knew Puch described her as soft-spoken and hard-working.
The arrest puts fresh scrutiny on Fairfax County Commonwealth’s Attorney Steve Descano, whose office is already under federal investigation by the Department of Justice.
The DOJ’s Civil Rights Division is probing whether Descano’s office gave preferential treatment to illegal alien criminal defendants — potentially discriminating against American citizens in the process.
Descano, a progressive prosecutor elected in 2019, has been a polarizing figure in Northern Virginia politics. His tenure has been marked by criminal justice reform efforts that critics say have prioritized ideology over public safety, while his supporters argue his approach represents necessary evolution in prosecutorial discretion.
Critics accuse Descano of presiding over institutionalized failure, including the release or plea deals for violent illegal alien criminals.
The Daily Caller reported in April that three-quarters of Fairfax County’s murder suspects in 2026 were illegal immigrants.
Other victims have included a 3-month-old infant allegedly murdered by her illegal immigrant father and a 41-year-old mother allegedly stabbed to death at a Fairfax County bus stop by an illegal immigrant.
These cases have amplified concerns among residents and law enforcement officials about the intersection of local prosecution policies and federal immigration enforcement. Fairfax County, one of the wealthiest and most diverse counties in the nation, has become a focal point in the broader national conversation about sanctuary jurisdictions and their impact on community safety.
The Trump administration has spent months calling out the sanctuary politics of Virginia and Fairfax County, including Descano and Democrat Virginia Gov. Abigail Spanberger.
The political tension between federal and state authorities over immigration enforcement has created a complex legal and jurisdictional landscape, with implications that extend well beyond this individual case. The administration’s aggressive stance represents a dramatic departure from the cooperative federalism approach favored during the Biden years.
The charges remain allegations. The case has not been proven in court.
