The District of Columbia’s authorities have long prohibited ATVs and dirt bikes on public roads, but the Metropolitan Police Department’s no-chase policy leaves officers unable to pursue these lawbreakers. According to DC.Gov, such riders perform dangerous stunts like wheelies and sidewalk riding, unabashedly flouting the law.
