
In a shocking display of disregard for democratic principles, RINO Texas House Speaker Dustin Burrows has been caught fabricating a quorum, showing blatant disrespect for the Texas Constitution. Under his questionable leadership, the Texas House of Representatives is fast becoming a hub of lawlessness.
On Friday, what was supposed to be a regular House session turned into a blatant sham as Speaker Burrows deceitfully counted 40 absent lawmakers as “present” to manipulate the quorum, a direct violation of Texas law. The Texas Constitution clearly states that two-thirds, or 100 members, must be present in the 150-member chamber to establish a quorum. Yet, in a bold move that could only be described as swamp behavior, Burrows attempted to fake the numbers using the electronic voting system.
According to conservative stalwart Rep. Brian Harrison (R–Midlothian), only 63 members showed up. Harrison’s demand for a verification vote exposed the fraud—only 65 members were verified, far short of the required 100.
The Constitution requires 100 members be present to constitute a quorum. There were only 63 that bothered to show up today. House “leadership” tried to take votes anyway. I objected and demanded verification.

The Texas Scorecard reported that, with no quorum and no official proceedings, Speaker Burrows asked members to come to the House chamber later for an unofficial recognition of former lawmakers. Shockingly, Capitol staffers were reportedly seated to make the room appear full.
This audacious deceit didn’t stop there. On Saturday, the House reconvened for its first weekend session of the 89th Legislative Session, only for Burrows’ ruse to be further exposed as the session lasted a mere 8.8 seconds before admitting no quorum was present. Harrison’s staff counted just 28 out of 150 members present.

Harrison called for a roll call vote under House Rule 5, Sec. 2, to prevent proxy voting fraud, but Burrows blatantly ignored him.
Mr. Speaker: Given yesterday’s attempt to conduct House business with far short of a quorum of “two-thirds of the House” present as required by the Texas Constitution (Art. III, Sec. 10) and the requirement in the Texas House rules that “no member shall be absent from the sessions of the house without leave, and no member shall be excused on his or her own motion” (Rule 5, Sec. 3 (a)), I am requesting a roll call vote (under Rule 5, Sec. 2) with strict enforcement (Rule 5, Sec. 40) to prevent any member from voting for another member when the House convenes at 10am.

Despite a Republican majority, Speaker Burrows has controversially appointed a Democrat, Joe Moody, as Speaker Pro Tempore, and handed Democrats control of half the chamber’s subcommittees. This betrayal comes amidst a strong Republican presence in Texas, evidenced by Trump’s 14-point victory in 2024.
RINO Speaker Dustin Burrows stands exposed, faking a quorum and trampling the Texas Constitution. Texans deserve truth, transparency, and constitutional leadership, not this sham of governance.
