In a surprising turn of events, Russian President Vladimir Putin has expressed agreement with a US-Ukraine ceasefire proposal, contingent on certain conditions. This decision comes after indications that Russia might reject the plan, as suggested by top negotiator Yuri Ushakov earlier today.
Putin, speaking after a discussion with Belarusian President Lukashenko, has defied expectations by signaling his willingness to accept a short-term truce proposal.
The Telegraph has reported:
“Vladimir Putin has agreed to a US plan for a short-term ceasefire, but with specific conditions. The Russian president said: ‘We agree with the proposals for the ceasefire, but our position is based on the assumption the ceasefire will lead to a long-term peace’.”
Putin is open to the idea of a 30-day truce in Ukraine, yet emphasizes the requirement of addressing lingering questions about implementation and oversight.

Previously, Yuri Ushakov had articulated Russia’s apparent reluctance:
- Moscow prioritizes a long-term settlement over a temporary truce.
- The proposed temporary ceasefire is viewed merely as a respite for the Ukrainian military.
- Superficial peace initiatives in Ukraine are seen as ineffective.
- Russia insists on a peace settlement that acknowledges Moscow’s interests and concerns.
- The US understands that Ukraine’s NATO membership is off the table in a peace context.
Reflecting on these developments, I remarked yesterday:
“Now, the question on everyone’s mind is: ‘Will Russia accept the truce?’ The short and simplistic answer is most probably not.”
I am pleased to be mistaken on this occasion.
Additionally, I stated: “Does that mean that the peace process is over? Not at all. […] It’s highly unlikely that Putin will not find a way to keep the process going strong. There are skilled negotiators in both sides, and they have been in touch this whole time, so it’s unlikely that the US team just went on a limb on a losing proposition.”
