
The ever-controversial Steve Bannon, a pivotal force behind the grassroots right-wing of the MAGA movement, has made a bold proclamation: President Donald Trump is gearing up for a triumphant return in 2028. Bannon, who helms the influential War Room podcast, made his case during a recent exchange with former CNN anchor Chris Cuomo on NewsNation, dated Wednesday, March 19.
While the 22nd Amendment of our cherished Constitution clearly sets a two-term limit for the presidency, Bannon seems undeterred. He suggests that Trump could find a way to achieve a historic third term.
“I’m a firm believer that President Trump will run again in 2028. I’ve already endorsed President Trump,” Bannon declared, reflecting his unwavering support for Trump.

Bannon passionately continued, “A man like Trump comes along once every century if we’re lucky. We’ve got him now. He’s on fire, I’m a huge supporter, and I would like to see him again in 2028.”
When challenged by Cuomo on how Trump might bypass the constitutional barrier, Bannon responded with an air of mystery, “We’re working on it.”
Explaining further, the former Breitbart News chairman added, “I think we’ll have a couple of alternatives, let’s say that. We’ll see what the definition of term limit is. We’ve had greater longshots than Trump 2028. We’ve got a lot of stuff we’re working on. We’re not prepared to talk about it publicly.”
Cuomo pressed further, asking if Bannon’s plans involved litigation rather than insurrection. Bannon was quick to clarify, “No. We are strong believers in democracy.”
This isn’t the first time Bannon has hinted at a potential third term for Trump. At last month’s CPAC, he confidently declared, “The future of MAGA is Donald Trump. We want Trump in ’28.”
In December 2024, during a gala at the New York Young Republican Club, Bannon offered an intriguing perspective, noting that “the Constitution doesn’t actually say consecutive”—a potential loophole he believes could allow Trump to make a comeback in ’28.
President Trump himself has jokingly touched on the idea of serving more than two terms. At a Nevada rally, he quipped, “It will be the greatest honor of my life to serve, not once but twice or three times or four times.”
Meanwhile, others in the conservative fold, such as Bannon and Republican Congressman Andy Ogles, take the prospect of a third term quite seriously. Ogles has put forth a constitutional amendment proposal allowing presidents who haven’t served consecutive terms to serve three in total. Recall that the two-term limit was enshrined in our Constitution in 1951, following Franklin D. Roosevelt’s unprecedented four-term presidency. Prior to FDR, most presidents adhered to just one or two terms.
