<p>The charged individuals span three continents and voted in multiple election cycles — 2020, 2022, and 2024 — before federal investigators caught up with them.</p>
<p><strong>Idan Choresh</strong>, a 43-year-old Israeli national, voted in the 2022 election despite holding only a green card. He arrived in the U.S. in January 2001, received permanent residency in July 2020, and didn&#8217;t apply for citizenship until May 2025 — three years after casting an illegal ballot. Choresh now faces charges of voting by an alien in a federal election, making false statements to naturalize, and unlawful procurement of citizenship.</p>
<p><strong>Jacenth Emelyn Beadle Exum</strong>, a 70-year-old Jamaican national, voted in the 2020 election before naturalizing in August 2022. Federal prosecutors charged her with making false statements during the naturalization process. Exum entered the U.S. in July 2000 and received her green card four years later.</p>
<p><strong>David Gboty Neewilly</strong>, 73, from Liberia, voted in both the 2020 and 2024 elections while holding green-card status. He arrived in July 1998, didn&#8217;t get permanent residency until June 2014, and applied for citizenship in May 2025 — after voting twice as a non-citizen. He&#8217;s charged with voting by an alien in a federal election and making false statements to naturalize.</p>
<p><strong>Abhinandan Vig</strong>, a 33-year-old Indian national, voted in the 2020 election and now faces charges of unlawful procurement of citizenship. Vig arrived in June 2012 and applied for naturalization in March 2024.</p>

<p>The White House <a href="https://www.breitbart.com/politics/2026/07/17/white-house-more-than-quarter-million-foreigners-illegally-registered-vote-four-states/" target="_blank" rel="noopener nofollow external noreferrer" style="color:#931C20;text-decoration:underline;text-underline-offset:3px;" data-wpel-link="external">released documents</a> this month showing that more than <strong>250,000 foreign nationals</strong> are illegally registered to vote across New Jersey, California, Pennsylvania, and Nevada alone.</p>
<p>The charges remain allegations. The cases have not been proven in court.</p>
<p>DHS officials say the investigations are ongoing — and these four cases are just the beginning.</p>

<p>78 percent say proof of citizenship should be required to register — including 94 percent of Republicans, 68 percent of Democrats, and 73 percent of Independents. These numbers represent some of the highest levels of cross-party consensus on any election-related policy in recent polling history, suggesting the issue resonates beyond typical ideological boundaries.</p>

<p>Martin identified the core problem: Democrat senators refuse to vote for the bill despite their own voters supporting it. This disconnect between elected officials and their constituents on a high-salience issue presents a political puzzle that could have implications for future elections.</p>
<p>&#8220;We have 50 votes right now, plus the Vice President voting to break a tie if he has to,&#8221; Martin said. &#8220;Democrats just won&#8217;t budge, even if they support voter ID. <p>The polling comes as reports of noncitizens on voter rolls continue surfacing nationwide. New Jersey officials recently discovered 6,600 noncitizens registered to vote as Democrats fought against voter ID requirements in that state. Such reports have fueled arguments from proponents that existing safeguards are insufficient to prevent registration errors or potential fraud.</p>
<p>Republican National Committee election integrity communications director Ally Triolo said the disconnect between Democrat voters and Democrat politicians reveals the party&#8217;s true strategy. 										<content:encoded><![CDATA[<p>President Donald Trump is demanding House Republicans get behind Speaker Mike Johnson&#8217;s push to pass the SAVE America Act through budget reconciliation—despite growing revolt from fiscal conservatives over <strong>$95 billion in new spending</strong> with zero offsets as the national debt hits <strong>$39.5 trillion</strong>.</p>
<p>Johnson is trying to sidestep Senate Democrats by jamming election integrity provisions into a reconciliation bill that only needs a simple majority. The package also includes <strong>$73 billion for national security</strong> as the U.S.-Iran conflict escalates.</p>
<p>But some House Republicans are balking at the lack of payfors—spending cuts to offset the new money.</p>

<p>&#8220;The fact that there is no payfor and no language defunding Planned Parenthood is enough for me to vote no.&#8221;</p>
</blockquote>
<p>Rep. Eric Burlison, R-Mo., told Fox News Digital he&#8217;s voting no unless the bill gets tighter.</p>
<p>Trump took to Truth Social Monday to personally pressure holdouts, thanking Johnson and the House Budget Committee for their work on the reconciliation framework.</p>
<p>&#8220;I am asking all House Republicans to VOTE YES this week on the Budget Resolution, which is an important first step towards getting a Budget Bill. House Republicans must UNIFY, and fight for THE SAVE AMERICA ACT!&#8221; Trump posted.</p>
<p>He argued the legislation would &#8220;get AS MUCH of THE SAVE AMERICA ACT as possible in a Budget Bill, along with aid to our incredible Farmers, and funding for our Military.&#8221;</p>
<p>The budget framework sets spending rules for congressional committees but doesn&#8217;t yet detail where the money goes. Those specifics come later—and conservatives are nervous the final product will balloon spending without any fiscal discipline.</p>
<p>Reps. Andy Ogles, R-Tenn., and Tim Burchett, R-Tenn., both told Fox News Digital they&#8217;re concerned about the lack of payfors. Burchett predicted the Senate will strip out the SAVE America Act provisions before sending the bill back to the House.</p>
<p>&#8220;Then I&#8217;ll probably vote no,&#8221; Burchett said.</p>
<p>A source familiar with House Freedom Caucus thinking told Fox News Digital the group might back the framework—but only if the <strong>full SAVE America Act</strong> makes it into the final bill.</p>

<p>&#8220;The SAVE America Act is our top priority—the president wants it done. Mandatory voter ID and proof of citizenship through reconciliation would be a game-changer for this country. But any watered-down version that makes SAVE policies optional? There will be issues.&#8221;</p>

<p>A senior House GOP aide warned against abandoning fiscal responsibility: &#8220;We can&#8217;t spend years warning about our fiscal crisis and then abandon payfors the moment they&#8217;re politically inconvenient. Americans are tired of the all-hat, no-cattle approach to fiscal responsibility.&#8221;</p>

<p>But some Freedom Caucus members are standing with Trump. Budget Committee member Rep. Marlin Stutzman, R-Ind., told Fox News Digital: &#8220;As a fiscal hawk I understand the apprehension of not having a clear payfor in sight, but as an American, I know it is even more irresponsible to have business as usual elections without the security the SAVE America Act will create.&#8221;</p>
<p>The SAVE America Act—which creates a federal voter ID standard and mandates proof of citizenship for voter registration—passed the House but stalled in the Senate, where Democrats have labeled it voter suppression.</p>
<p>House GOP leaders are now betting they can jam it through reconciliation, which only requires <strong>51 Senate votes</strong> instead of the usual 60. But reconciliation has strict rules about what qualifies as budgetary policy—and the Senate parliamentarian makes those calls.</p>
<p>The budget framework vote is expected this week. Whether fiscal hawks fold under Trump&#8217;s pressure—or hold the line—will determine if Johnson&#8217;s gambit survives.</p>

<p>Trump seized on newly declassified emails Thursday night that he says reveal intelligence officials deliberately hid significant reporting from his presidential briefings.</p>
<p><strong>&#8220;We have deliberately massaged our one pending (presidential daily brief) to avoid any direct links to the election,&#8221;</strong> an NSA analyst allegedly wrote in one of the emails.</p>
<blockquote>
<p>&#8220;Those responsible for sounding the alarm instead kept the information secret and hidden. They did not disclose it to me as president or to anyone else.&#8221;</p>
</blockquote>
<p>Trump did not claim China changed votes or altered election results. Instead, he argued Beijing engaged in an influence campaign aimed at shaping U.S. public perceptions.</p>
<p>The newly released emails show analysts disagreed over whether Chinese influence operations should be explicitly linked to elections. After the NSA analyst described &#8220;massaging&#8221; the President&#8217;s Daily Brief, other intelligence officials questioned the decision.</p>
<p>One wrote <strong>&#8220;the mind boggles.&#8221;</strong> Another called the approach <strong>&#8220;highly irregular.&#8221;</strong></p>
<p>One official alleged the intelligence community was &#8220;deliberately avoiding mentioning a connection to elections for non-substantive reasons,&#8221; according to a November 2020 email. That official sought to reconnect the intelligence to the election-security assessment and prevent what another described as an &#8220;analytic objectivity mistake.&#8221;</p>
<p>Trump used the disclosures to press Congress to pass the SAVE America Act, casting the newly released intelligence as evidence that lawmakers must tighten federal election rules before the midterms.</p>
<p>&#8220;Most importantly, addressing this crisis of election security demands that Congress must pass the SAVE America Act,&#8221; Trump said. &#8220;These reforms are urgently needed to stop the vulnerabilities that I&#8217;ve mentioned.&#8221;</p>
<p>The SAVE America Act passed the House in February but stalled in the Senate in March, when a <strong>53–47 vote</strong> fell short of the 60 votes needed to advance it.</p>
<p>The legislation would require documentary proof of citizenship to register for federal elections, photo identification to vote, and ongoing state efforts to identify and remove noncitizens from voter rolls. Absentee voters would be required to submit a copy of an eligible photo ID when requesting a ballot and again when returning it.</p>
<p>Trump also called for eliminating mail-in voting except in cases of illness, disability, military deployment or travel. The current text of the SAVE America Act does not include that prohibition.</p>
<p>Trump urged Americans to call their senators and representatives and demand its passage &#8220;without delay.&#8221;</p>
<p>Trump went further Thursday, claiming an FBI official wrote that she was running a &#8220;shadow government&#8221; to prevent the China intelligence from becoming public.</p>
<p>Trump directed the Office of the Director of National Intelligence, Justice Department, FBI and CIA Thursday to investigate why the intelligence was withheld, fire anyone found to have participated in a cover-up and pursue criminal charges &#8220;if appropriate.&#8221;</p>
<p>China denied any interference in U.S. elections.</p>
<p>&#8220;China has all along adhered to the principle of non-interference in other&#8217;s internal affairs,&#8221; Chinese embassy spokesperson Liu Chang told Fox News Digital. &#8220;The U.S. election is an internal matter of the U.S. Its outcome is determined by the votes of the American people. China has never and will never interfere in the presidential elections of the U.S.&#8221;</p>
<p>Trump is still expected to meet with Chinese President Xi Jinping in September, a senior White House official told Fox News.</p>
<p>Sen. Mark Warner, D-Va., said in response to the address: &#8220;Americans heard the president once again repeat claims about our elections that have been investigated for years and repeatedly rejected by the Intelligence Community.&#8221;</p>

</blockquote>
<p>A dedicated White House task force reviewed and verified documents revealing key weaknesses in election integrity infrastructure. Trump detailed five primary findings.</p>
<p><strong>First</strong>: China obtained 220 million U.S. voter files. Intelligence assessments show Beijing created a data exploitation unit specifically for this project.</p>
<p>&#8220;This data loss presents an unprecedented election security nightmare,&#8221; Trump said.</p>
<p>The president accused China of actively working to undermine his first administration — in part by paying journalists to report negatively on him.</p>
<p><strong>Second</strong>: The Intelligence Community allegedly withheld knowledge of Chinese interference and electoral vulnerabilities from Trump during his first term.</p>
<p><strong>Third</strong>: Declassified assessments reveal adversaries including Russia, China, Iran, North Korea, and non-state groups have the capability to compromise U.S. election infrastructure.</p>

<p>&#8220;As one assessment states, we judge that the United States adversaries, including at a minimum Russia, China, Iran, North Korea, as well as non-state groups, have the capability to compromise U.S. election infrastructure.&#8221;</p>
</blockquote>
<p><strong>Fourth</strong>: Documents detailed an investigation into a Democratic-aligned get-out-the-vote organization raided by law enforcement. Testimony from affiliated personnel claimed they signed voter registration forms in other people&#8217;s names.</p>
<p><strong>Fifth</strong>: A Department of Homeland Security investigation found roughly <strong>278,000 non-citizens</strong> on voter rolls. That investigation did not include many blue states, which refused to provide their voter rolls.</p>
<p>Trump&#8217;s bottom line: the Senate must approve the SAVE America Act.</p>
<p>&#8220;For many years, I&#8217;ve called for bold, swift, and decisive action to protect the integrity of America&#8217;s elections,&#8221; Trump said. &#8220;Every American deserves to know that when they cast their vote, that vote will be counted accurately in a system, and that is to make that system secure — one where cheating and interference are not just difficult, but virtually impossible.&#8221;</p>
<p>The charges remain allegations. The case has not been proven in court.</p>

<p>Trump told reporters in the Oval Office this week that the announcement would concern elections and would be &#8220;really, really big news.&#8221;</p>
<blockquote>
<p>&#8220;It doesn&#8217;t get bigger because without free and fair elections, you don&#8217;t have a country.&#8221;</p>
</blockquote>
<p>An administration official familiar with the preparations told the Washington Examiner internal discussions had centered on <strong>election security</strong> and possible <strong>voting-machine vulnerabilities</strong> that could be susceptible to foreign cyber intrusions.</p>
<p>The official expected acting Director of National Intelligence Bill Pulte to provide intelligence material. Homeland Security Secretary Markwayne Mullin and FBI Director Kash Patel are also expected to participate, though the official cautioned that assessment was based partly on informed speculation, not a full briefing.</p>
<p>Notably, the source downplayed social media claims that the results of the 2020 election in Georgia would be declared &#8220;illegitimate.&#8221;</p>

<p>A second source close to the FBI said bureau personnel as of Tuesday had not been read into a new election-interference finding. The source said the speech had originally been expected Tuesday, July 14, before being moved to Thursday.</p>
<p>Some officials learned of the change through Trump&#8217;s Monday afternoon Truth Social post announcing the speech.</p>
<p>Both sources said the speech could also increase pressure on the Senate to pass the SAVE America Act — the Republican-backed bill requiring documentary proof of citizenship to register to vote in federal elections.</p>
<p>White House press secretary Karoline Leavitt cautioned against advance reporting on the substance of the speech.</p>
<p>&#8220;As usual, anonymous sources are speculating about what President Trump will say during his speech on Thursday evening,&#8221; Leavitt said. &#8220;The truth is, nobody knows yet what President Trump will ultimately say, which is why everyone should tune in.&#8221;</p>
<p>If Trump releases evidence that foreign actors altered votes or penetrated voting machines in 2020 in ways big enough to alter the outcome, it would mark a <strong>major break</strong> from the government&#8217;s public findings.</p>
<p>On March 16, 2021, under the Biden administration, the Office of the Director of National Intelligence released an assessment finding <strong>no indication</strong> that a foreign actor attempted to alter voter registration, ballot casting, vote tabulation, or the reporting of results.</p>
<p>A companion report released that month by the Biden administration&#8217;s Justice and Homeland Security departments found no evidence that a foreign government prevented voting, changed votes, or compromised election infrastructure to manipulate the outcome.</p>
<p>However, those reports indicated Russia, Iran, and China each posed different election-related threats. Russian operatives used intelligence-linked intermediaries and fabricated social-media identities to promote allegations about Biden and amplify claims of election fraud. Russian hackers also compromised some state and local government networks and extracted voter information.</p>

<p>From August through November 2020, during Trump&#8217;s first administration, Iranian operatives probed state election websites, stole voter information, and sent threatening emails to Democrats while posing as the Proud Boys.</p>
<p>Prior intelligence reports surrounding China&#8217;s planned intervention in the 2020 election remain one of the most politically explosive parts of the record. The Biden administration&#8217;s March 2021 intelligence assessment said Beijing considered but did not deploy an operation intended to change the presidential outcome.</p>
<p>But a dissenting intelligence official concluded China took at least some steps during the summer of 2020 to undermine Trump&#8217;s reelection prospects through public statements and media messaging.</p>
<p>Separate FBI records released in 2025, during Trump&#8217;s second administration, showed the bureau briefly circulated raw intelligence alleging a more direct Chinese operation involving fake U.S. driver&#8217;s licenses and mail ballots.</p>
<p>The report, submitted by the FBI&#8217;s field office in Albany, New York, claimed the Chinese Communist Party had sent fake licenses to sympathizers in the United States who would vote for Biden. The FBI circulated the report Sept. 25, 2020 — one day after then-FBI Director Christopher Wray testified that the bureau had not seen &#8220;any kind of coordinated national voter fraud effort.&#8221;</p>
<blockquote>
<p>FBI headquarters recalled the report the same day it was circulated and instructed personnel to delete it from bureau systems.</p>
</blockquote>
<p>According to records obtained by Senate Judiciary Committee Chairman Chuck Grassley, Assistant FBI Director Marshall Yates wrote in a June 27, 2025, letter that one reason cited internally was that &#8220;the reporting will contradict Director Wray&#8217;s testimony.&#8221;</p>
<p>The documents do not prove the alleged ballot scheme occurred. However, FBI personnel described the underlying information as uncorroborated and weighed whether the claim could itself be Chinese disinformation.</p>
<p>The records also showed Customs and Border Protection had seized nearly <strong>20,000 fake U.S. driver&#8217;s licenses</strong> — most from China and Hong Kong — at Chicago O&#8217;Hare in the first half of 2020. The FBI documents did not directly connect those seizures to the alleged voting scheme, but investigators described them as &#8220;logical investigative leads&#8221; that were not pursued.</p>
<p>Voting-machine vulnerabilities have also drawn scrutiny. On June 3, 2022, under the Biden administration, the Cybersecurity and Infrastructure Security Agency disclosed vulnerabilities in certain Dominion ImageCast X ballot-marking devices but said it had &#8220;no evidence&#8221; they were exploited in an election.</p>
<p>After Trump returned to office, then-Director of National Intelligence Tulsi Gabbard&#8217;s office obtained voting machines and data from Puerto Rico in May 2025 for forensic testing. Her office said it found concerning cybersecurity and operational practices but released few supporting details.</p>
<p>The Republican-controlled House passed the SAVE Act on Feb. 11, 2026, but the measure has stalled in the Senate, where it lacks the <strong>60 votes</strong> needed to overcome a filibuster.</p>
<p>Trump&#8217;s March 2025 executive order sought to require proof of citizenship for voter registration and bar counting mail ballots that arrive after election night. Federal courts have blocked major parts of the order, ruling the president cannot unilaterally rewrite election law.</p>
<p>That timing is one reason some officials said they expected Thursday&#8217;s address to combine declassified intelligence with a renewed push for voting legislation.</p>
<p>Whether Trump releases evidence beyond previously disclosed influence operations will not be clear until he speaks Thursday night.</p>

Lindsey Graham</strong>, who chaired the Senate Budget Committee and was a key architect of the strategy to pass the SAVE America Act through reconciliation.</p>
<p>Graham wasn&#8217;t just a supporter — he was the gatekeeper. His Budget Committee chairmanship gave Republicans the procedural power to attach the SAVE America Act to a party-line budget bill, bypassing Senate Democrats entirely.</p>
<p>His death came as the House prepared to launch a <strong>third reconciliation attempt</strong> to fund the Pentagon and attach the election integrity measure.</p>

<p>&#8220;This is a big blow to the SAVE America Act, let me tell you.&#8221;</p>
</blockquote>
<p>Trump said that after Graham&#8217;s passing on Sunday.</p>
<p>Graham had been working on a &#8220;down payment&#8221; strategy since early April, when a bloc of Senate Republicans broke ranks with Trump and Senate Majority Leader John Thune to block the full bill alongside Democrats.</p>
<p>Graham laid out his reconciliation plan in April: &#8220;Voter integrity laws — I&#8217;m going to create grant programs, but they&#8217;ll have conditions on them. To get a grant, you&#8217;ve got to make sure you purge your rolls of illegal immigrants. There are a lot of blue states out there that don&#8217;t do that, and we&#8217;ll try to get as much of a voter ID system as I can.&#8221;</p>
<p>Now <strong>Sen. Ron Johnson</strong>, R-Wis., is expected to take the Budget Committee gavel. He hasn&#8217;t been formally tapped yet, but he&#8217;s already coordinating with committee staff and House counterparts.</p>
<p>&#8220;I just walked by Lindsey&#8217;s desk, so, I mean, I&#8217;ve got to take one step at a time,&#8221; Johnson said. &#8220;I understand the responsibility I&#8217;m assuming.&#8221;</p>
<p>Johnson has already spoken with House Budget Committee Chair Jodey Arrington, R-Texas, and received the House SAVE America plan from House Administration Committee Chair Bryan Steil, R-Wis.</p>
<p>Whether the provision survives is up to the Senate rules referee — the parliamentarian who determines what can and can&#8217;t go into reconciliation bills.</p>

<p>&#8220;The path to 51 is going to be a bumpy one, I think over here. But, we&#8217;ll see what they come up with.&#8221;</p>

<p>That&#8217;s Senate Majority Leader John Thune&#8217;s assessment of the fight ahead.</p>
<p>The clock is ticking. The House is in session for <strong>two weeks this month</strong>. The Senate will work nearly a month straight before both chambers vanish for all of August.</p>
<p>When they return in September, a government funding fight looms.</p>
<p>For now, the Senate waits on the House to produce a bill. And there&#8217;s no guarantee Senate Republicans will accept what the House sends over.</p>

<p>The crowd erupted into thunderous cheers when Trump laid out the bill&#8217;s voter integrity provisions.</p>
<p>&#8220;Today, our country is winning again and we&#8217;re winning like never before. America is back, and we want to keep America great, and we will do so by approving the SAVE America Act which means all voters must show voter ID,&#8221; Trump told the massive audience.</p>
<blockquote>
<p>&#8220;All voters must provide a little thing called proof of citizenship. And there will be no mail-in ballots except for illness, disability, military deployment, or travel. And you won&#8217;t have cheating on the elections anymore. It&#8217;s very simple.&#8221;</p>
</blockquote>
<p>The SAVE America Act has passed the House three times but faces Senate Democrat obstruction.</p>
<p>Rep. Riley Moore (R-WV) told Breitbart News this week that House Republicans are &#8220;constantly consistently held hostage to the inaction of the Senate.&#8221;</p>
<p>Moore said the SAVE Act is now being attached to the National Defense Authorization Act through the rules process. Once the NDAA is engrossed in the House, the voter ID language will be merged into the base text.</p>
<p>If Senate Democrats strip the language out, House and Senate leaders would go to conference to fight for reinserting it — forcing senators to take the action of publicly removing election integrity measures from a must-pass defense bill.</p>
<p>Rep. Byron Donalds (R-FL), running for governor in his state, said in June that the SAVE America Act &#8220;should pass immediately&#8221; but Senate Democrats are blocking it using the filibuster.</p>
<p>&#8220;<strong>80 percent of the American people</strong> want the SAVE America Act,&#8221; Donalds said.</p>
<p>Early Vote Action&#8217;s Scott Presler has been urging lawmakers to pass the SAVE Act for months.</p>
<p>The Supreme Court recently ruled that states with laws allowing mail-in ballots to be counted after election day were not violating federal law.</p>
<p>Trump said the ruling makes the SAVE Act &#8220;even more important.&#8221;</p>
<p>&#8220;Because of the mail-in ballot ruling — which was a little bit surprising, gives people more time to vote illegally — the SAVE Act is even more important,&#8221; Trump said. &#8220;You have to be a citizen of our country, okay, you have to show you&#8217;re a citizen of our country, called citizenship. Voter ID by photo, photo voter ID, and no mail-in ballots — unless you&#8217;re in the military, disabled, you&#8217;re ill, or you&#8217;re away even on a vacation, we&#8217;re being very open about it.&#8221;</p>
<p>&#8220;It&#8217;s pretty easy, and we&#8217;ll have honest elections,&#8221; he said.</p>
