										<content:encoded><![CDATA[<p>Republicans are emerging as clear winners in the 2026 midterm redistricting battle, securing favorable maps in eight of ten states that redrew congressional districts this cycle — but mounting polling headwinds and an unpopular Iran war could wipe out those gains.</p>
<p>Republican consultant Jim Ellis said Thursday that the GOP stands to gain between <strong>five and 12 seats</strong> from the redrawn maps across ten states — the most to redistrict mid-decade since the 1800s, according to the National Conference of State Legislatures.</p>
<blockquote>
<p>Republicans&#8217; performance during the midterms will still hinge on the Trump administration&#8217;s Iran war and skyrocketing gas and grocery prices, according to Ellis.</p>
</blockquote>
<p>Texas led the charge in July 2025, passing a new GOP-friendly map after Democratic lawmakers fled the state to block the vote. The map will likely flip three to five Democratic-held seats red. The Supreme Court gave Texas the green light to use the map in December 2025.</p>
<p>Florida Gov. Ron DeSantis signed a May 4 map seeking to flip <strong>four Democratic House seats</strong> into Republican control. The aggressive map leaves none of the redrawn seats rated &#8220;Solid R&#8221; by Cook Political Report — despite all voting for Trump by at least nine points in 2024.</p>

<p>Days after Florida&#8217;s map dropped, the Supreme Court struck down a portion of the Voting Rights Act of 1965 mandating race-based gerrymandering in the South. Alabama, Louisiana, and Tennessee each redrew their maps, creating a new Republican-favoring seat in each state.</p>
<p>North Carolina changed a Democratic-held seat Trump won by three percentage points in 2024 to one he won by 12. Ohio changed Rep. Marcy Kaptur&#8217;s seat from one Trump carried by under seven points to one he won by nearly 11.</p>
<p>Democrats struck back in November 2025 when California voters passed Proposition 50 — a lopsided gerrymander backed by Gov. Gavin Newsom seeking to flip up to five Republican-held seats. Deep-red Utah also created a safely blue Salt Lake City seat after a Republican-appointed judge&#8217;s ruling, replacing the deep-red seat held by retiring Rep. Burgess Owens.</p>
<p>Democrats prematurely celebrated after Virginia voters narrowly passed a gerrymander that could have given them four additional House seats. The state supreme court struck it down 17 days later.</p>
<h3>The Problem: Gas Prices and an Unpopular War</h3>
<p>The Real Clear Politics polling average between May 7 and June 2 shows Democrats ahead by <strong>six points</strong> in the 2026 House generic ballot. Recent Democratic upset victories in special elections for Texas and Florida state legislative districts suggest a blue wave similar to 2018.</p>

<p>Polling has showed the Iran war to be among the least-popular conflicts in American history.</p>
<blockquote>
<p>Even with the GOP gaining a dozen seats due to redistricting, the party can still lose control of the House.</p>
</blockquote>
<p>Ellis noted that in Texas and California, multiple seats drawn as flips may remain with their current parties. He specifically referenced two GOP-targeted seats in the heavily-Hispanic Rio Grande Valley — the 28th and 34th Districts. In California, he named the 22nd District held by Rep. David Valadao and the open 48th District.</p>
<p>Ellis is confident the DeSantis-signed Florida map will hold despite a Democratic wave year, pointing to massive Republican Party registration gains in the state.</p>
<p>&#8220;In 2018 there were 257,000 more registered Democrats than Republicans&#8221; in Florida, Ellis told the Daily Caller News Foundation. &#8220;Today, there&#8217;s <strong>1.5 million more Republicans than Democrats</strong>. That&#8217;s the difference. And that&#8217;s what the pollsters miss. And that&#8217;s why the polling has been wrong in Florida in almost every election since 2018.&#8221;</p>
<h3>How the Redistricting War Really Started</h3>
<p>Ellis said the redistricting battle&#8217;s origins are &#8220;way different than what the media likes to portray.&#8221;</p>
<p>Contrary to Democratic talking points that Texas launched a &#8220;Republican power grab,&#8221; the efforts trace their roots to a federal court case a year earlier. The Biden-era Justice Department brought the case Petteway v. Galveston County after a heavily Republican Texas county eliminated a racially gerrymandered majority-minority seat. The Fifth Circuit ruled in 2024 that the district was not protected under the Voting Rights Act.</p>

<p>&#8220;At that point, the Justice Department informed the state of Texas that their congressional map, based upon that ruling, was illegal and had to be redrawn,&#8221; Ellis said. &#8220;That&#8217;s why redistricting started.&#8221;</p>
<p>Ohio was also forced to redraw its map by state law. The Buckeye State has a unique procedure involving both the legislature and a bipartisan commission. Since the legislature failed to pass Ohio&#8217;s post-2020 Census map by a three-fifths vote in 2021, the map was only allowed to stand for two election cycles — 2022 and 2024.</p>
<p>&#8220;So, Gov. Newsom in California then sees, &#8216;Well, if Texas and Ohio are redrawing and getting all these new Republican seats, we&#8217;re going to redraw California, and we&#8217;ll get five seats to negate that,&#8221; Ellis added. &#8220;Then it started off a chain reaction.&#8221;</p>
<h3>More Redistricting Ahead</h3>
<p>Ellis predicted another redistricting wave prior to the 2028 House elections, citing the Louisiana v. Callais case and possible retaliation from blue states.</p>
<p>&#8220;In coming elections now we can anticipate another round of redistricting based on the Louisiana case in 2028,&#8221; he said. &#8220;Some of the Democratic states that do the same — New York — I guarantee you they&#8217;ll redistrict.&#8221;</p>

<p>Looking into the 2030s, Ellis said overwhelming population gains projected for Florida and Texas compared to losses in California and New York are poised to give the GOP more seats when all states redistrict prior to the 2032 elections.</p>
<p>If apportionment after the 2030 census is carried out using 2025 population estimates, California would lose <strong>four congressional seats</strong> while Texas would gain four and Florida would gain two, according to the American Redistricting Project. Idaho and Utah would gain one each, while New York, Rhode Island, Oregon, Illinois, and Minnesota would each lose one.</p>

<p>During his morning appearance, Rove laid out what Democrats would need to retake the House in the upcoming midterms.</p>

<p>That comparison appeared to set Trump off.</p>
<p>The president <a href="https://truthsocial.com/@realDonaldTrump/posts/116692428120649540" target="_blank" rel="noopener noreferrer nofollow external" data-wpel-link="external">posted to Truth Social</a> shortly after: <strong>&#8220;FoxNews should get rid of sloppy RINO Karl Rove.&#8221;</strong></p>
<p>Trump continued his attack, writing that Rove has &#8220;called ME and MAGA wrong for 11 years now, and he still doesn&#8217;t get it, and he never will, because he suffers from a completely inoperable, and totally dysfunctional, case of Trump Derangement Syndrome.&#8221;</p>
<p>&#8220;Put Karl Rove out to pasture, NOW. He is a LOSER, and he always will be!&#8221; Trump added.</p>
<p>Rove, part of the Republican old guard, has been a frequent Trump critic on both policy and political strategy.</p>
<p>In 2019, Rove told <em>National Review</em> editor Rich Lowry that the Republican Party would need to &#8220;recreate itself&#8221; after Trump leaves office. Rove described Trump&#8217;s leadership style as rooted in &#8220;dark charisma&#8221; and said the future of conservatism would depend on the character of whoever replaces him.</p>
<p>Rove&#8217;s analysis on <em>America&#8217;s Newsroom</em> focused on generic ballot polling. He said Democrats would need at least a <strong>five or six point advantage</strong> to retake the House with a significant margin.</p>
<p>&#8220;Having a Democrat advantage of one [point] ain&#8217;t much. A Democrat advantage of four is significantly better,&#8221; Rove said.</p>

<p>“But some of the hardest cuts to swallow involved medical research,” Stein <a href="https://www.thebulwark.com/p/elon-musk-killed-budget-deal-children-cancer-funding-collateral-damage" target="_blank" rel="noopener nofollow external noreferrer" data-wpel-link="external">wrote</a> in The Bulwark on Thursday. “In particular, advocates say, the revised funding bill delivered a devastating blow to the fight against pediatric cancer. The slimmed-down version was stripped of language that would have allowed children with relapsed cancer to undergo treatments with a combination of cancer drugs and therapies. (Currently the Food and Drug Administration is only authorized to direct pediatric cancer trials of single drugs.)”</p>
<p>He continued, “The bill also didn’t include an extension of a program that gave financial lifelines, in the form of vouchers, to small pharmaceutical companies working on rare pediatric diseases. It was also missing earlier provisions that would have allowed for kids on Medicaid or CHIP—that is, poor children—to access medically complex care across state lines.”</p>
<p>However, the narrative quickly fell apart when critics pointed out a key fact: House Republicans had already passed a standalone bill for pediatric cancer funding months ago—a bill Senate Democrats have refused to bring to a vote. Commentator Robby Starbuck called Stein out on X for what he labeled a misleading portrayal of events.</p>
<p>“Why are you leaving out that the Republican House already passed a standalone bill for pediatric cancer research that Dems in the Senate have refused to pass all year?” Starbuck wrote in a viral post. He went further, accusing Democrats of “using kids with cancer in an attempt to force through a bill filled with pork.”</p>

Starbuck and others argue that Democrats are using pediatric cancer funding as leverage to push through a bloated spending package filled with unrelated priorities.</p>
<p>The dust-up stems from the collapse of a broader spending bill that included unrelated priorities criticized as excessive “pork-barrel” spending. GOP leaders argued that such critical funding for pediatric cancer research should not be lumped into a bloated omnibus bill but instead handled through clean, focused legislation.</p>

<p>The renegotiated stopgap measure, now just 116 pages—dramatically cut down from 1,547 pages the day prior—does not include congressional pay raises, a provision Trump supporters are calling a win. However, opposition is mounting as frustrations over spending and party divisions boil over.</p>
<p>Rep. Chip Roy (R-TX) unleashed a fiery rebuke of his Republican colleagues on the House floor, accusing them of failing to deliver on promises of fiscal restraint. “You’ve added to the debt since you were given the majority again on November 5th. It’s embarrassing. It’s shameful,” Roy said, his voice rising in anger. “Yes, I think this bill is better than it was yesterday on certain respects. But to take this bill yesterday and congratulate yourself because it’s shorter in pages, but increases the debt by $5 trillion is asinine.”</p>
<p>Roy’s pointed criticism underscores deep frustration among conservatives. “I am absolutely sickened by a party that campaigns on fiscal responsibility and has the temerity to go forward to the American people and say you think this is fiscally responsible,” Roy said.</p>

<p>On the other side of the aisle, Democratic Congressman Richard Neal (D-MA) voiced fears about what the next two years of divided government might look like, particularly with the influence of Trump and his platform.</p>
<p>“Can you imagine what the next two years are gonna be like?” Neal asked. “If every time the Congress works its will and then there’s a tweet from an individual who has no official portfolio, who threatens members on the Republican side with a primary and they succumb?” Neal’s remarks follow reports from NBC that Democrats were left out of the renegotiation process entirely.</p>

<p>Rep. Anna Paulina Luna (R-FL), one of Trump’s strongest allies in the House, pushed back on the idea that Republicans are to blame for the looming shutdown.</p>
<p>“The deal on the table is as-is. You either vote for it, or you vote for the shutdown. But it will be not on the Republican Party, but on Democrats as it stands,” Luna said.</p>

<p>U.S. Rep. Thomas Massie is calling for clean, solely focused bills to provide disaster relief for Hurricane victims, provide aid to farmers and more amidst the ongoing budget battle on Capitol Hill.</p>
<p>Earlier this week, President-elect Donald Trump called on Republican lawmakers to reject a massive, 1,547 page government funding resolution. The bill included a provision that would have allowed a national emergency declaration over climate change, expand the government’s ability to impose pandemic-related lockdown measures and allocated billions of dollars to foreign countries. The bill also failed to include any meaningful border security funding.</p>
<p>As a result, Trump opposed the bill and urged Republicans to do the same. The initial legislation was followed up by a much shorter, 116-page bill that cut out pork, though a number of conservative lawmakers took issue with amended version as well, which would have funded the government through 2027.</p>

<p>The shorter bill was ultimately defeated on Thursday evening after 38 Republicans joined all Democrats in voting against it.</p>

<p>As negotiations continue, U.S. Rep. Thomas Massie (R-KY) is calling on lawmakers to separate major, pressing issues from the wider bill and vote on them separately. “This isn’t complicated. Separate the bills and vote on them separately,” Massie wrote in an X post.</p>
<p>“One vote on the clean CR, one vote on the debt limit, one vote on disaster relief, one vote on farm bailouts,” he continued. “Radical right? Individual bills for each issue.”</p>
<p>U.S. Rep. Tim Burchett (R-TN) explained that he was forced to vote no since he was not given enough time to read the bill. “<span class="inline py-1">It’s over</span><span class="inline py-1"> a trillion dollars and we never even got to read the bill. A hundred billion in</span><span class="inline py-1"> disaster assistance that we’re giving to this administration to spend in the next 30 days.</span><span class="inline py-1 bg-sky-100 dark:bg-sky-900 animate ease-in-out duration-75 rounded-sm"> We don’t trust them with 50 cents, much less a hundred billion unchecked,” he said.</span></p>
<p><span class="inline py-1">“5.7 billion in there for submarines.</span><span class="inline py-1 bg-sky-100 dark:bg-sky-900 animate ease-in-out duration-75 rounded-sm"> You’ve got to ask yourself, what does that have to do with this? <span class="inline py-1 m-0">Why is it in there?</span><span class="inline py-1 m-0"> Just a lot of things.</span><span class="inline py-1 m-0"> I guess it just goes back to actual spending.</span><span class="inline py-1 m-0"> And then it is a continuation of Pelosi-Schumer spending levels.</span><span class="inline py-1 m-0"> God damn it, we can do better.</span><span class="inline py-1 m-0"> This is not the way to run a government.”</span></span></p>
<p>House Speaker Mike Johnson (R-LA) has stated that he is in communication with Republican holdouts and will be reintroducing another amended bill in the near future. “Congress should now move a clean CR through March 14th that raises the debt ceiling by $1.7T and keeps PAYGO intact at $1.7T, which will offset any increase in spending. This bill should be moved in tandem with disaster relief and a clean one-year extension of the Farm Bill,” U.S. Rep. Clay Higgins (R-LA) <a href="https://x.com/RepClayHiggins/status/1869899653673529726" target="_blank" data-wpel-link="external" rel="nofollow external noopener noreferrer">wrote</a> in an X post.</p>
